Commentary:
Ulloa and Juans report, ordered by the Spanish king, Charles III, led to wholesale changes in the colonial administration in Latin America. A significant change was the creation of the Viceroyalty of the Río de la Plata. Buenos Aires would be transformed from a small port town, largely known as a smugglers haven, to the seat of the Viceroyalty. The book is from the Hesburgh Librarys Durand Library.
